YouTube Monetization Requirements in India (2026): YPP, AdSense and Tax

YouTube monetization rules are global. An Indian creator faces the same thresholds as a creator in the US. What differs is the practical side: payment setup, verification, US tax forms and Indian tax.

The YouTube Partner Program thresholds
There are two levels.
Ad revenue level
To earn a share of ad revenue and YouTube Premium revenue, YouTube's eligibility page currently requires:
- 1,000 subscribers, and
- 4,000 qualified watch hours in the last 12 months, or
- 10 million qualified Shorts views in the last 90 days.
Qualified watch hours come from public long-form videos. Private and unlisted videos, Shorts and ad campaign views do not count. Live streams count only if converted to a public video afterwards.
Expanded (lower) level
YouTube also runs an expanded YPP in many countries. India is on the list. The thresholds are:
- 500 subscribers, and
- 3 valid public uploads in the last 90 days, and
- 3,000 qualified watch hours in 12 months or 3 million qualified Shorts views in 90 days.
This level unlocks fan funding and shopping features: channel memberships, Super Chat, Super Stickers, Super Thanks and YouTube Shopping. It does not unlock ad revenue. You still need the higher level for that.

The February 2027 changes
YouTube has published upcoming YPP changes that take effect on February 1, 2027. The headline points:
- Higher entry thresholds for new applicants: 1,000 subscribers plus 8,000 qualified watch hours in the last 365 days or 20 million qualified Shorts views in the last 90 days.
- Existing partners are not affected by the new entry thresholds, according to YouTube.
- New channel activity requirements. A channel counts as active if it has 1,000 qualified watch hours in 365 days, or 1 million qualified Shorts views in 90 days, or uploads 2 long-form videos or 5 Shorts every 90 days.
- Shorts Creator Pool eligibility. To earn from the Shorts Creator Pool each month, you will need 10 million qualified Shorts views in the last 90 days.
- The 500-subscriber level is unchanged.
- Creators must accept updated terms by January 31, 2027.

Policy requirements
Hitting the numbers is not enough. YouTube reviews your channel against its channel monetization policies. Reviewers look at your main theme, most viewed videos, newest videos, biggest share of watch time, metadata and About section.
The two rules that trip up the most Indian channels:
- Reused content. Re-uploads, compilations and clips without meaningful commentary or changes. See our reused content guide.

You also need:
- No active Community Guidelines strikes.
- 2-Step Verification on your Google Account.
- Advanced features turned on in YouTube Studio.
- An AdSense for YouTube account, linked during the application.
If you are rejected
YouTube's appeal page lets you appeal within 21 days of a rejection. You can reapply 30 days after a first rejection, or 90 days after a later one. Use that time to fix the problem, not to wait it out.
AdSense for YouTube in India
Once accepted, YouTube pays you through AdSense for YouTube. The setup steps:
- Link or create AdSense for YouTube during your YPP application.
- Verify your identity when AdSense asks. India has its own identity verification page.
- Verify your address with a PIN. Google mails a PIN once your earnings reach the verification threshold. Post can take a few weeks, so keep your address current.
- Add a payment method. Most Indian creators use bank transfer to an Indian bank account in their name.
- Submit US tax info (see below).
When you get paid
YouTube's payment timeline works monthly:
- You earn during the month.
- Finalized earnings for the previous month are added to your balance between the 7th and 12th.
- If your balance is over the payment threshold and there are no holds, payment is issued between the 21st and 26th.
The standard AdSense payment threshold is US$100 or the local-currency equivalent. Check the exact INR figure in your AdSense account, since it is set per currency. Bank transfers can take a few extra days to reach your account.
US tax withholding
Every monetizing creator must give Google US tax information, wherever they live. For creators outside the US, YouTube's tax page explains:
- Withholding applies to earnings from US viewers only, if you submit tax info.
- It covers ads, YouTube Premium, Super Chat, Super Stickers, Super Thanks and channel memberships.
- Individuals in India usually submit a W-8BEN in AdSense.
- India and the US have a tax treaty. YouTube's own example shows a 15% rate on US-viewer earnings for an Indian creator claiming treaty benefits.
- If you do not submit tax info, Google can withhold up to 24% of your total worldwide earnings.
Submitting the form takes minutes. Not submitting it can cost you a large share of every payment.
Indian tax
YouTube income is taxable in India. Depending on your setup, you may also need to think about GST, advance tax and claiming credit for US tax already withheld. The rules depend on whether you earn as an individual or a business, and they change.

If you monetize through a CMS partner
Linking to a CMS partner does not change YouTube's policy rules. Your channel still has to meet them. Frequently asked questions
Do Shorts watch hours count toward the 4,000 hours?
No. Qualified watch hours come from public long-form videos. Shorts views count only toward the separate 10 million Shorts views route.
Do live stream hours count?
Only if the live stream is converted to a public video on demand after it ends. Private and unlisted videos do not count.
What happens if my YPP application is rejected?
YouTube lets you appeal within 21 days. You can reapply 30 days after a first rejection, or 90 days after a later one. Fix the policy issues first.
If I am already in YPP, do the 2027 thresholds affect me?
YouTube says partners already in YPP are not affected by the new entry thresholds. Separate channel activity requirements also take effect on February 1, 2027, so keep uploading and read YouTube's announcement.
Does joining a CMS partner let me skip YPP requirements?
No. A partner cannot bypass YouTube's monetization policies. Every linked channel is still reviewed against them.
Is YouTube income taxable in India?
Yes. It is income for Indian tax purposes, and GST may also apply depending on your situation. Rules change, so work with a chartered accountant.
